Roundrestart setting on unranked server

Does anyone know how to set the roundstart and round restart setting in such a way that just 1 person can play on our unranked server. Somehow if you set the round restart to 1, you still need two players to start playing.

So far as I know that's no longer possible, because of the patch. So that players can't boost their account anymore.

they can't boost their account anymore...it's unranked since the patch....i think
