[hlds] Time out

I've seen multiple posts about servers hanging and not being able to be
restarted. I don't have that problem specifically, but at least a few times

a day, all of my servers freeze up for about 30 seconds. Usually, about 1/4
of the players get disconnected. This has happened since the July update I
believe. We've added nothing new for plugins. Anyone else seeing this? By
the way, the reason I think this is different than the other one reported
is, I can restart the servers. Thanks in advance.
